AITUGANOV KAIRAT KAPAROVICH

Chairman of the Auyl Party

Kairat Kaparovich Aituganov was born on April 12, 1962, in the village of Leningradskoye, Akzhar District, North Kazakhstan Region. He graduated from the Kokchetav branch of the Tselinograd Agricultural Institute in 1984, the All-Union Research Institute of Agricultural Economics (full-time postgraduate study) in Moscow in 1990, and the Almaty Institute of Energy and Communications in 2000. His qualifications include agronomist-scientist, engineer-economist, and Doctor of Economic Sciences.

He began his career in 1979 as an operator at the Kokchetav Post Office's transportation department. From 1984 to 1985, he was an assistant at the Kokchetav branch of the Tselinograd Agricultural Institute.

1985-1986: Served in the Soviet Army.
1987: Agronomist, senior seed production agronomist at the Karabulak State Farm, Zeren District, Kokchetav Region.
1987-1989: Chief Economist at the Karabulak State Farm, Zeren District, Kokchetav Region.
1989-1990: Postgraduate student at the All-Union Research Institute of Agricultural Economics.
1990-1991: Deputy Chairman for Economic Issues of the Kyzyltu Agro-Industrial Association, Kokchetav Region.
1991-1992: Chairman of the Economics Committee (Rayplan) of the Kyzyltu District Administration, Kokchetav Region.
1992-1995: Commercial Director of the Tumar Production and Commercial Association.
1995-1996: Director of Ak-Seleu LLP.
1996-1997: Head of the Economic Policy and Territorial Development Department of the Akimat of Kokchetav Region.
1997: Deputy Head of the North Kazakhstan Regional Economics Department.
1998: Head of the Regional Socio-Economic Development Analysis Department at the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan.
1998-2002: Director of the Financial and Economic Department, Financial Director, Deputy Chairman of the Board at Akmolinsk Electric Distribution Company (AREK).
2003-2005: Vice President of the Union of Farmers of Kazakhstan.
2005-2006: Deputy Director of the Department, Director of the Department, Head of the Apparatus of the Ministry of Agriculture of the Republic of Kazakhstan.
2006-2007: Project Leader for "Post-Privatization Support for Agriculture" at the International Bank for Reconstruction and Development (World Bank).
2007-2009: Director of the Department, Financial Director, Deputy Chairman of the Board, First Deputy Chairman of the Board at the National Company "SPK South".
2009-2011: Chairman of the Board at the National Company "SPK South".
2011-2012: Deputy Chairman of the Board at the National Management Holding "KazAgro".
2012-2013: Deputy Akim of Karaganda Region.
2013-2015: Deputy Chairman of the Board at the National Management Holding "KazAgro".
2015-2016: Deputy Chairman of the Federation of Trade Unions of the Republic of Kazakhstan.
2016-2018: First Vice-Minister of Agriculture of the Republic of Kazakhstan, Board Member of the National Management Holding "KazAgro", Chairman of the Board of the National Agrarian Scientific and Educational Center.
2018-2020: Deputy Chairman of the Board at the S.Seyfulin Kazakh Agro Technical University.
2020-2022: Chairman of the Board at the S.Seyfulin Kazakh Agro Technical University.
2020–2026 – Deputy Chairman of the Auyl Party.
On 23 June 2026, he was elected Chairman of the Party at the Extraordinary 25th Congress of the Auyl Party.

YEGIZBAYEV SERIK RAKHMETOLLAULY

First deputy chairman of the auyl party

Serik Rakhmetollauly Egizbayev was born in 1963 in the West Kazakhstan region. He graduated from the West Kazakhstan Agricultural Institute, the Academy of Public Administration under the President of the Republic of Kazakhstan, the Kazakh State Law Academy. Qualification in the specialty - scientist agronomist, civil service manager, lawyer. He began his career as a construction worker, an agronomist at the Chapaevsky breeding factory in the Oral (now West Kazakhstan) region.

From 1986 to 1990, he worked in various positions in the Communist Youth Union organizations in the region.
From 1990 to 1997 – Secretary, Head of the ideological department of the Oral Regional Youth Union of Kazakhstan, First Secretary of the West Kazakhstan Regional Youth Union of Kazakhstan.
From 1997 to 1998, he worked in the Akimat (Local administration) of the West Kazakhstan region as chief inspector and deputy head of the Department of organizational and personnel work.
From 2000 to 2001, he worked as the head of the Department of Organizational and Personnel Work of the Ministry of Finance of the Republic of Kazakhstan.
From 2001 to 2007, he held various positions in the Office of the Prime Minister of the Republic of Kazakhstan.
From 2007 to 2016, he worked in various positions in the Administration of the President of the Republic of Kazakhstan.
In October 2016, he was appointed Vice Minister of Agriculture of the Republic of Kazakhstan.
Since March 2017 - Deputy Chairman of the Board for Regional Development of Republic TV and Radio Corporation «Kazakhstan».
From September 2019 to February 2021, he held the position of Deputy Akim of the West Kazakhstan region.
From February 2021 to February 2023, he worked as Chief of Staff, Vice Minister of the Ministry of Information and Public Development of the Republic of Kazakhstan.
Since March 2023, he has been a deputy of the Mazhilis of the Parliament of the Republic of Kazakhstan of the eighth convocation.
From 2023 to 2026 – Chairman of the Auyl Party, Head of the Auyl Party Parliamentary Faction.
Since June 2026 – First Deputy Chairman of the Auyl Party.

He was awarded the orders "Parasat" (2022) and "Kurmet" (2015), jubilee medals "Astanaga - 10 zhyl" (2008) and "Kazakhstan Tauelsizdigine - 30 zhyl" (2021).

He is married and has a son and grandchildren.

SHAKHMARDAN ASKAROVICH BAIMANOV

Deputy Chairman of the Auyl Party – Head of the Central Office

Born on April 2, 1984, in Kyzylorda, Republic of Kazakhstan.

Education:

In 2005, graduated from Korkyt Ata Kyzylorda State University with a degree in Finance and Financial Law.
In 2012, graduated from the National School of Public Policy of the Academy of Public Administration under the President of the Republic of Kazakhstan with a degree in Political Science and obtained a Master's Degree in Social Sciences.

2007–2008 – Executive Director of the Association “Center for the Development of Youth Initiatives” of Kyzylorda Region.
2008–2011 – Deputy Executive Director of the Association of Legal Entities “Congress of Youth of Kazakhstan”.
